After I got to the ending of Starcraft II Heart of the Swarm:

I am wondering can Can Primal Queen of Blades transform into Sarah Kerrigan again by using Xel'naga ? And what is Primal Zerg?

We don't know how Xel'naga artifact would affect Sarah Kerrigan.

At the end of game we can see that artifact hurts but not changes back Queen of Blades into human.

Primal Zerg

is Zerg before bad/crazy Xel'naga Amon geneticly modified them to become his weapon of mass destruction.

Primal Zerg aren't regular Zerg swarm

because they are individualy thinking beeings, not one collective being like with Overmind or Queen of Blades.
