In game, I see a lot of AFK (away from keyboard) players. Does being AFK allow you to get items from the item drop system?

Yes they can get item drops. However, there is a limit to the number of items that you can get in a given period, so idling for items has limited benefit. Valve tweaks the system every so often to try and discourage idling for items.

From the TF2 Wiki:

[P]layers have a limited playtime per week when they can receive drops. Playing beyond that amount won't [enable them to] find any more items.

Furthermore, I believe Valve is capable of tracking people who have accounts solely for idling, and mark them with lower drop rates. That much is speculation, based on observation of a relatively small sample size, although there is precedent.

Server operators can install plugins that kick idle players off after a period of time, and there are even servers that exist for the sole purpose of idling and trading items, so you should shop around in the server browser until you find one that is routinely policed for AFK players, if that is of concern to you.

Also, I can tell you right now that my alt account still receives just as many item drops as the day I created it sometime after Valve gave me a free TF2 copy for the Portal 2 ARG. – user2974 Dec 7 '11 at 2:16

Yes. All that's required really is to be in game and connected to the relevant Steam servers.

You can very simply click on "Steam Workshop", pick "Start test map", join a team and leave for the night. When you're back, suicide yourself and you'll get your drops. You can even get drops without starting the game proper on Windows, as the TF2 wiki reports, by using the -textmode switch.

Other methods of in-game idling include using the -textmode developer launch parameter. By modifying the launch options of the game in Steam, players can launch TF2 inside a terminal-like window using less system resources. This smaller footprint makes it easier to manipulate virtual machine software or system emulators such as Wine to run the game. Some common launch parameters in use include:

-textmode -nosound -noipx -novid -nopreload -nojoy -sw -maxplayers 2 +sv_lan 1 +map "itemtest"

...which will launch a listen server running Itemtest with reduced resources in textmode.

Having "maxplayers" parameter set to 1 will result in error message "cannot verify load for invalid steamid" and you will not get any item drops during the session.

Nice trick, but my question was not in that way. I don't really want to stay AFK and get item drops. Can be cool to know for cheaters! – SilverM-A Dec 7 '11 at 22:43
