Whay ar in LoL only 3 spel vamp items and a full mage can only use 2 of them (+1 if you count the aura if someone also have Will of the Ancients), so is this ok compared to all those life steal items that you can stack up?

Imagine if u had over 60% spell vamp on spells that hit 1k dmg that would be 600 hp brought back in an instant and that would be very very strong if u get 40% cdr with it while lifesteal goes with auto attacks which deal about 300 or so at most if u get armor penetration with full ad build so in my opinion it is pretty fair... |
