Some champions snowball better than others or can just really dominate their lane to make a very big impact on the game. I know the question is a bit subjective but I am sure there are a few champions for each role that are generally accepted to be solo queue stompers.

Reign of Gaming has a tier list of the best champions to use in solo queue. It's not updated very often because it doesn't there isn't much change that happens to the tiers. The top tier is:

If it is ranked solo queue it all depends on the other team's composition. If you see a vulnerability that you can exploit such as a very squishy Ap mid you can choose Talon. Or if their team lacks hard CC get your team to pick someone like Alistair or Amumu then carry with someone like Tryndamere/Jax/Master Yi because they snowball extremely well against no hard CC.

There really is no clear cut play this champion and dominate your lane and you will win 100% of the time. The reason people that are at 1800+ elo is because they know how to direct their team and always win their lane no matter who they are against. Just remember to pay attention to both team compositions so that you can direct your team who to pick or choose someone that fulfills a role that you are really lacking.

The best roles/characters that are used to "carry" most LoL games in ranked would be the Ability power mid role and Solotop. I personally favour champions that can easily push a lane then roam around and secure easy kills for bot/top lanes or secure easy objectives like dragon or the enemy red/blue buff. These champions are: Twisted Fate, Cassiopea, Mordekaiser, Ryze, Ahri, Karthus and Sion.

They are effective for pushing the creep wave into the enemy tower and denying the enemy lane Creep Score. Then they are able to run around the map and attain objectives and kills.

The best champs for soloque games are AoE focused mids who have excellent scaling or high damage top lane tanks. Examples would be Ryze mid, Mord mid (personal favorite), Udyr top, Olaf top, Poppy (she is extremely weak too 3 counters though), Cassie, Karthus, Riven, and GP.
