What do you guys think about tools like

while playing games like COD : MW, Crysis, Dota, Dota 2, Starcraft 2, and soon Diablo 3

Are they worth it? Should every gamer have some of these tools? I'm looking for anything that reduces pings, stutters while multiplayer, and anything that allows smooth framerate while playing single player. I have seen the FPS less than what my graphics card claims it can do.

Also, let me know if the above tools are dud, and there's no point in using them.

Only with logic, I would say those tools are dud. Why wouldn't you have the full power your CPU can handle when you play games? It can't really block other programs from using memory, so maybe they are overclocking your CPU, which could break it. So I would stay away from such programs. Close everything else before launching a game would be my only way to go in these situations... besides buying a new computer. – Fredy31 May 3 '12 at 15:59

Probably not.

You will get practically the same result by opening up task manager and viewing processes. Any process using up too much CPU or memory you can look into and possible end if you're concerned about game performance.

reduces pings, stutters while multiplayer

Which would be due to the network and is more or less unrelated to computer performance. AFAIK, the only thing you can do software-wise is avoid running programs that use up your bandwidth, especially downloading.

I have seen the FPS less than what my graphics card claims it can do.

It actually claims a FPS? Just lower your setters in-game.

Software is not a good answer to an under performing system. If your graphics card is 'under-performing', you probably have a bottleneck at the CPU level or your case isn't properly ventilated.
