In general, it is determined by the tile on which the attacked unit is standing.

So, in case of melee units, it's where the combat takes place - i.e. in the hex containing the defending unit.

In case of ranged units, attack bonuses depend on the hex on which the target is standing.

Really? So a rough terrain bonus for my archers make them better at attacking from a hill? I never noticed that. – bwarner Sep 30 '10 at 21:39
@bwarner I think so, I'll test it again first chance I get. – Oak Sep 30 '10 at 21:41

I checked in game, the bonus specifically says that it applies based on where the target is. – bwarner Oct 1 '10 at 11:14
@bwarner fixed, thanks! – Oak Oct 1 '10 at 11:22

So in summary? In all cases it is where the defending unit is standing that counts? – Dan Oct 1 '10 at 14:25
