I want to create some simple mods for CIV V. I have already created one that tweaks some values through XML and SQL.

What I would like is to make some calculations on each round and apply some modifiers to different values, for instance apply a modifier to a city's production output according to how much it deviated from the mean production output of all cities (and some other factors) etc... This effect should also have impact in all other calculations the game makes (turns to complete a building, turns to complete research etc).

How can I achieve this? I suppose I need to hook on some Lua events (eg EndOfTurn etc) make my calculations and apply the modifiers.

Any ideas? Is there a complete CIV V modding Lua API somewhere in the web?

You might have better luck asking about mod development on gamedev, rather than here, where we specialize in playing games, not making them. – Frank Sep 12 '12 at 19:04
