From, say, Squirtle to Blastoise, is there a way to know how many moves will be learned in total? (From level 1 to 100.) Is there an average amount of moves all Pokémon will learn throughout their lives? Is there any source for such info?

There's no set minimum, maximum or useful average number of moves; every Pokemon has a different learnable amount of skills, and the only common thing is they can all keep at most four moves at the same time. Pokemon may learn a couple dozen moves in their development or as few as a single move (Ditto). Evolved forms may learn different moves than their un-evolved forms (or occasionally less moves). The only way to know how many moves a specific Pokemon will learn is to look them up on a site like Bulbapedia (just search the Pokemon's name) and check out the move list for the Pokemon in your game's generation. Search/navigate to the Learnset section (7.7), as an example here's Eevee's Learnset. By default Bulbapedia shows the Learnset of the most recent generation. |
