What affects the proc rate for Demon Hunter skills?

Specifically, what affects the proc rate of caltrops with the jagged spike rune and turrets?

I don't believe anything affects the proc rate; each skill + rune has their own, and it can't be changed. – fbueckert Oct 20 '12 at 4:50
