Is there a realistic driving (not racing) simulator or game that exists commercially? The idea being that you could give it to someone who doesn't know how to drive and they can learn the rules of the road by playing the game before getting behind the wheel of a real car.

There is Driving Simulator 2012.

And I know that there are a lot of games on the internet of the trivia style that suppose to teach the player the rules of the road and the signs,this is just one example.
