Close voter(s): I don't think this is off-topic, as per this meta post: What's the official stance on console emulation? – galacticninja Dec 25 '12 at 6:02
@galacticninja It's basically shopping advice, as he's asking 'where can I buy (or 'buy' if you're into the whole piracy thing) game X'. If the question were about how to rip cartridges, or specific emulator settings, that would be a different discussion, but in it's current form, this question is no different than 'Where can I buy or download the old D&D Gold Box Games', which I think would be pretty clearly off topic. – LessPop_MoreFizz Dec 25 '12 at 16:03
Disagree. This is someone who didn't even know emulation existed—they're not asking for the best way, and couldn't ask details of a step of getting emulation working—they're asking if it's possible at all. Same reasoning for modding questions being on-topic: they're asking if something is possible, and the question is not magically converted into a shopping rec just because it so happens that an answer is a product/software recommendation. – SevenSidedDie Dec 25 '12 at 19:14

You'll need a Sega Genesis/Mega Drive emulator, like Kega Fusion (which I recommend) to run Sega Genesis/Mega Drive games in the PC. As for the game itself, you'll need to acquire a copy of its ROM that the emulator will then run. Methods of acquiring a ROM include ripping the game's content from the cartridge via specialized hardware, or obtaining a copy of the ROM from an Internet source. These methods vary by area in legality, so consult a lawyer before proceeding.

If you don't already have the games and hardware, you could also purchase the games for the PC. Sega itself sells a 'Collection' pack for the PC, which allows you to play a lot of the most popular* Sega Genesis/Mega Drive games on the PC (also through an emulator):

SEGA Genesis Classic Collection™ Gold Edition

Get involved and rediscover your favorite gaming experience in this ultimate compilation of 46 titles from the golden era of the SEGA Genesis.

Players will be able to go back in time to the nostalgic SEGA Genesis era and re-live even more old memories and create new ones in this Gold Edition of the Genesis Classic Collection.

The collection includes:

Volume 1

Golden Axe
Altered Beast
Comix Zone
Ecco The Dolphin
Gain Ground
Shinobi III: Return of the Ninja Master
Sonic The Hedghog
Crack Down
Space Harrier II

Volume 2

Ecco Jr.
Fatal Labyrinth
Alex Kidd in the Enchanted Castle
Bonanza Bros.
Super Thunder Blade
ESWAT: City Under Siege
Kid Chameleon
Golden Axe 2
Galaxy Force II
Sonic the Hedgehog 2

Volume 3

Bio-Hazard Battle
Columns III: Revenge of Columns
Sword of Vermilion
Virtua Fighter 2
Ecco: The Tides of Time
Alien Storm
Decap Attack
Sonic 3 & Knuckles
Sonic Spinball

Volume 4

Shining Force
Wonder Boy III: Monster Lair
Dr. Robotnik's Mean Bean Machine
Streets of Rage
Streets of Rage 2
Alien Soldier
Light Crusader
Sonic 3D Blast Gunstar Heroes
Shining Force II
Shining in the Darkness
ToeJam & Earl
ToeJam & Earl in Panic on Funkotron

It should be noted that Steve Snake, developer of Kega Fusion, was also the developer of the emulator used in Sega's collection packs.

* It doesn't include Mortal Kombat 3 or Ultimate Mortal Kombat 3, though. =(

Piracy is off topic. Advising people on how to illegally download ROMs is supporting piracy. – user9983 Dec 25 '12 at 6:11
@OrigamiRobot I disagree that having a copy of a ROM is piracy. I also disagree with it being illegal (too localized). The most top-voted answer in this meta post also state that only directly linking to ROM sites is not site policy: What's the official stance on console emulation? The second-most top-voted answer even states that linking to download sites is allowed. "Legally there may be problems but we are not lawyers -- we'd just judge on FUD rather than actual laws." – galacticninja Dec 25 '12 at 6:45
Simply owning a ROM is not, in itself, illegal (AFAIK), but instructing people on how to find ROMs is off-topic for this site. Unless everyone can download it legally, you are advising someone on how to illegally obtain it. Telling someone how to find ROMs in any way is not allowed on this site. – user9983 Dec 25 '12 at 6:51
As I said, unless everyone can download it legally, you are advising someone on how to illegally obtain it. If you want to assume the OP has a legitimate means of obtaining it, that's fine. That means there is no need to advise him on obtaining them. The meta post you mention says "linking to (or asking where to find) ROM sites". Telling a user what to google is exactly the same is giving them a link. If you want to discuss this further, please make another meta post or bring it up in chat.
