Yes, what you want to do is possible. While all 3DS software is region-locked, Nintendo DS software is not. Because that region-locking isn't encoded into the DS software, you can play software from all regions on your 3DS.

It's not in the Mii Maker, which is kind of counterintuitive:
The special Mii hats can only be used in StreetPass Mii Plaza. The "Mii Settings" that you're looking for are not present in Mii Maker. Select your Mii in the StreetPass Mii Plaza and you'll see "Mii Settings", where there is an option to wear a hat that you found in Find Mii.

You're misinterpreting those links. There is no Nintendo Channel on the 3DS; you also need a Wii to play that demo.
The DS demos on the Nintendo Channel work by having the Wii broadcast the demo using the Download Play feature of a DS. That feature is also available on the 3DS, so you can play the demo on your 3DS that way, but there is (currently?) no way ...

The only bonus is that you get to look at a pretty picture that moves in 3D. For a Nintendo fan, they are pretty neat.
With that said though I would spend my coins on the find mii games before giving your coins to the puzzles, personally having all the different hats was a more worthwhile goal to achieve compared to the randomness of the puzzles.

On page 3 of the Other Settings section of System Settings, you'll find an option called System Transfer. This lets you move all your stuff from one 3DS to another, including save data. This page has a bit more info. Note that you can only do this a limited number of times and all the data will be erased from the original 3DS.

Additionally to MaHuJa's usages I could use play coins to buy weapons in Raid-mode in Resident Evil: Revelations. I think they were usable in Street Fighter too, but I can't remember properly (and sold the game).

You have to close the eShop and keep the system on the HOME Menu, but other than that, there really isn't anything else to it - it just needs an Internet connection.
