You're doing nothing wrong! There are usually white coloured boards warning about cameras ahead, after that, slow the truck down till you pass a cube like thing on the road, that's the camera. Once you pass it, you're fine! Usually the camera warnings are with speed limit boards before them, so you know how much to speed it down.

In short - No it's not possible. I had the same problem and at Steam Forum people also confirmed that. Your created character is fixed to your the base you selected at the start. You can quick jump between garages you own, but you can't change your homebase.

I have a mod which places pedestrians on the road and workers inside the loading areas. They can be driven through as if they weren't there, and I receive no penalty. In theory this is a map-only mod, so the same is probably true for the vanilla ETS2 too.
