I'm not familiar with DarkRP, but for all non-Workshop addons I've ever used, you put them in steamapps/common/GarrysMod/garrysmod/addons. If it is on the Workshop, just subscribe to it and it will be installed automatically.

There is no such command built in, but if you have Wiremod installed, it provides a toolcpanel command that sets both toolgun and its context menu. You can use it like bind t "toolcpanel wire_adv". Found the answer in this thread.

Are you running the server on a local machine at your place? In that case, try using internal LAN address to connect to it. If that still fails, the issue is with your computer's firewall, possibly. The best thing to try first with games on steam is to check that your local files for the game are not corrupt. Right click on them in your library, Click properties, click on the local files tab and then click "Verify Integrity of Game Cache". That pretty much sorts all of my issues with Steam games.

Have you tried clearing your local cache from gmod? Sometimes a corrupted file or virused file will cause a game crash. Also have you checked any extra mods/other games linked to Gmod such as CS:S and HL2:DM for errors/corruption? Could be that a file is corrupt or damaged.

What about running a local multiplayer game with a low player count? (to prevent others from joining) That should make the gamemode behave as usual, without the extra people. (You can probably create a server through the Multiplayer menu.)
