Starcraft 2 can be played offline, as long as you have logged in at least once.
Attempting to log in without an internet connection will give you the following screen:
Playing "Play Offline" at this point will allow you to:
Play all Campaign and Challenge missions.
Play Custom Games vs. the AI

Ping is the measure of latency (lag) from your computer to the server and back to your computer. A ping is sent to a server (which contains a packet of information 32 bits long, those are a combination of 32 0's and 1's) and then the server sends that back.
The time taken for the information to get from your computer, to the server and back to your ...

Ping is a measure of how is your connection to the server (in a multiplayer online game).
Obviously a low value is better and you should prefer that server, a high ping may even get you kicked (it wouldn't be possible to play anyway as you'd see things that already happened for everybody else, making it hard to, for example, hit an enemy that's no longer ...

Ping represents "latency" between your PC and the server; i.e. how many milliseconds will pass between you clicking the mouse (or something), the server receiving the instruction, and your PC then receiving the result.
A lower ping is generally more desirable, but note that a higher ping is only really an issue for time-critical instructions, such as for ...

Major Nelson for the xbox posts LIVE Activity on a weekly basis under the tag "TOP LIVE." While this only gives data for the xbox and doesn't post numbers, it gives you an idea of who is playing what. He breaks it down by Xbox Live, Arcade, Indie, and Windows Live. The rankings are determined by the number of unique users (UU's).
LIVE Activity for week of ...

In general, the online components of games are segregated by platform. However, it's fairly common to see PC and Mac users on the same game servers (TF2, for instance).
Mac/PC aside, there are very, very few games that support cross-platform play between consoles and PC. Shadowrun was one such game which supported Xbox 360 and PC cross-platform play. I ...

Steam limitations
On Steam you can "circumvent" store limitations through gifts. For example, if you live in Germany, you can still get Doom II from Steam if you get a friend in another country to gift (say, the USA) it to you. Alternatively, you can travel to where those games are available and buy them yourself. :)
I don't know, however, if this works ...

Your character persists between worlds and is stored on your local machine as are single player worlds. You can configure it to save to a different location (Dropbox etc). Multiplayer worlds are saved in different places depending on the configuration of the server.

The schtserv is kind of the definitive private server, so I'm just going to answer the questions based on it. There at the very least used to be more than two private servers, maybe not anymore though, and different servers can vary slightly in content.
Can you still play the Dreamcast versions of PSO and PSOv2?
The server supports every version of PSO ...

An option you can use is connecting to the server directly.
But to do it you will have to know the IP address and the port of the server. When you know it, just start the game, open console(if you don't have the console button, enable it by adding -console in the shortcut after hl.exe(or whatever it is named)) and type:
connect <IP address of the ...

Speed isn't necessarily the most important factor, packet integrity is. You can still have a fast connection but drop multiple packets.
With that being said, you might try increasing the "network smoothing factor" bar in the options. (move it to the right) If you have the network smoothing factor bar too far to the left you can experience rubber banding.

There might not be a mapping of IP address to user id - after all you might have a dynamic IP on your router - but there will be code that prevents the same user logging in twice at the same time.
They may allow multiple installations but only one being online at any time - check the documentation as this should be covered. Often only a single installation ...

Usually what happens with these kinds of games, is that "Region-locked" doesn't refer to "can only play games when you're within country X" but rather "Your online play will always connect you to server 42, which is located in country X"
So if you buy Starcraft 2 in America, and decide to take it with you on a trip to Europe, you can still play Starcraft 2 ...

Short answer is: Time that i takes to send event to server and get response, the lower the better.
A bit longer answer is:
The other term is also latency - connection speed has two parts badnwidth (amount of data you can transfer within given period of time) and latency (time for given amount of data to travel). Ping is latency of small amount of data.
