I had a similar issue, being unable to talk to Sinding after killing all the hunters. All I needed to do was exit to the world map. Sinding followed me outside where I was able to talk to him, receive the ring from Hircine, and then kill Sinding to retrieve the Saviours Hide.

I ended up uninstalling and reinstalling the DLC which appeared to have fixed the issue. My old save progress was unaffected which was a pleasant surprise.

Actually, there is Thieves Guild armour spread around near the beds - I had this same predicament but found a pair of gloves on the floor next to a bed. This enabled me to finish Tonila's part of the game and open her up as a fence.

If you have a bounty in an area some people may try and kill you. Clear all your bounties and go back, hopefully it will have sorted itself out. On pc you can clear them with a console command. No, you can't teleport to LCTN records, but the help command does list CELL records, which you can teleport to using the coc command. Alternatively you can teleport to NPCs or other objects in the world using player.moveto by looking up their refID.

The best way to do so is to install a mod. The Invested Magic mod makes most of those type spells sustained. While active, they remove a portion of your maximum mana cap instead.
