Not a bug. Technically you are "re-stealing" the item. It doesn't matter what the item's location is, if it's marked as stolen and you pick it up, you just stole something. Some followers are morally good and will attack you if you steal anything.

The follower's action is not a bug. Some followers are morally conscious and will report any crime you commit while others may not care as much. You can look up whether or not a follower cares about crime in this UESP page. The other thing you can do is to 'launder' your items to remove their 'stolen' status.

As of patch 1.4, there is a respawning set of thieves guild armor in the Ragged flagon back room. So patch the game, do not enter the thieves guild for a while. (I think it is 10 ingame days). Then the map respawns, and you can get your spare set of guild armor. They added this specifically to counter this bug you have encountered.

No. The only way to get most of the hold guards armors is by killing them, or stealing from them with the Perfect Touch perk. You could also try XInput Wrapper for DS3 (Dual Shock 3) as its much cleaner and I found it easier to setup that Motion in Joy.

It is known that using the glitch "too far" can cause the game to misbehave. You can sell the elder scroll to the library in Winterhold if you have completed the main quest. I'm not sure if you have to finish the Winterhold quest or not though, I had already done both at the time I sold it.

As far as I know, neither Skyrim nor steam have any direct options to do this. As a workaround, you could use the Skyrim Script Extender to launch the game. You can add the SKSE to your steam library as a non steam game, then change the tile to the one from Skyrim and hide the original Skyrim in a Category.

There is no quest to get rid of the White-Gold Concordat, I believe. See the list of all Skyrim quests here. Closest thing, IMO, is to win the civil war in favor of the Stormcloaks. Though, gameplay-wise, the random encounters with the Thalmor will still occur. And lore-wise, the White-Gold Concordat would still be in effect in the rest of the Empire.

That sort of effect is usually applied to healing effects, spells or powers. If none of your active effects mention anything to do with healing, then you may have just encountered a bug. Skyrim's not exactly the most stable game, after all ;)

The damage done by a weapon is based not only on the weapon but on your weapon skill (One-handed in this case) and other effects. The inventory screen shows the actual damage dealt, not the base damage. You must have had a temporary buff or piece of armor increasing your damage the first time you saw it.

Well I found a solution seeing as no one else replied yet. I installed the Unofficial Skyrim Patch v2.0.5a and now the objective is lit up in the journal as to indicate completion. I still wonder why SetObjectiveComplete had no effect, maybe the quest ID had changed or was not correct perhaps.
