@SebastianP.R.Gingter Sure, you can play anyway you want. But, you'll use Smithing and Enchanting over 9000 times, so they should definitely be upgrade.

You can get to at least 29%. I have 3 items with a total of -106% destruction (I should be making magika when I can a fireball)
