@bwarner You're right the game treats each population point equally. My specific argument that larger cities can have a higher ratio of specialists is at least poorly worded, and possibly just wrong. I mean you probably have a lot more choice about what a population works in a larger city, generally just more options. That might not even be right either, it might be based on having awesome food tiles to work like your example, but that's still a reason why a given population point could be more useful in one city than in another.

@bwarner I disagree completely. More population in a big city lets you have a higher ratio of specialists, or people working on special tiles the Great People build. Those are things that small cities simply can't afford because they don't have enough tiles with 3+ food production. Those are greater options (you can still work the same normal tiles as small cities) and thus greater power. So, population matters more in a bigger city.

@JSBangs I can say for certain that even though you see 1 Jack-in-the-Box that more than one can and usually does appear over the course of the level. At best, I suppose the one you see could correspond to the FIRST appearance, but even if that is true, it doesn't really change how you have to build, because you still have to defend against them everywhere, and more-so against whatever zombies happen to be appearing right now.

@DJClayworth You may simply play differently than I do, and so need less. I like my cities to expand as quickly as possible so I 1) build cities where they have lots of food resources, 2) focus on improving food resources first almost exclusively, 3) commonly build granaries, 4) Keep my cities happy an healthy. Still, some cities finish growing or only grow slowly. Just count them as needing half a worker each, and send him off to build roads. In short, if you're building unnecessary improvements, that's how you know you've built too many workers. Build less next time.
