This question stems from Civilization 4, where you could out-culture a square to take it from the enemy, which is only possible in Civilization 5 with a Great Artist. When I was a young gamer playing earlier Civilization games before you learned to click, I didn't have any of your fancy "culture", all I had was the "Traditional" pointy stick method, we had to walk uphill both ways to the enemy city and the tech tree only had 3 techs!

When I first saw your answer (I started typing before you posteD), I was sad I had spent time on my answer with less sourced info, but now that I see my info is accurate (more or less, and thanks!), I'm glad we have the two answers, which I well balanced. I approached what is the most each city could do, and you approached what's the least each would have to do. Pleasantly complementary.

If I recall correctly, roads do not work for enemies in Civilization 4 (certain) or 3 (less sure). I have no idea about 2 or 1. They certainly work for enemies after the territory is conquered, in any of the series, but with a micro-empire, you should not be playing as though you are going to lose ANY cities. Also, roads have been usable by spies in previous games, but of course there are no spies/espionage in Civilization 5.

You can't use roads in enemy territory. "Roads and railroads cut a unit’s movement cost in friendly or neutral territory." - Manual. I still agree with the point that fewer roads are better, since they will cost less to maintain.

I like your answer quite a bit, but I want to disagree/clarify one point: Having a plan is 100% better than not having one... as long as your plan can work. If you start surrounded by desert, or next to an overly aggressive neighbor, or miss an important wonder, etc, you'll either have to fight uphill or adapt to your situation with a new plan. Ask yourself frequently if the plan is still a good one, and adapt if it isn't.

I can't speak for when they make a request about killing barbarians, but I believe I have gotten influence from killing barbarians as they approach a city-state. I believe this was either when the city-state had no active requests with me, or when they were asking me to kill a barb encampment? This whole question is going to make me do serious research :(

@deceze At worst, you've saved the city-state but not completed the request. If the city-state were conquered you wouldn't have completed the request either, but at least with the city-state still around, you have the chance of allying some other way in the future.

@deceze I think that really depends on whether you want the city-state to survive, and whether you're ready to be at war or not. I faced the same problem, but: I was ready to go to war, and I wanted the city-state to live, so I killed the ones that were there, and the enemy civ sent along more units soon after, "helping" me finish the request.

Two thoughts: 1) What kind of city state? I wonder if you got more food and that changed how your cities wanted to work, or they grew and couldn't work as many $ hexes. 2) I'm soon (when I have time to cite pictures) going to dispute roads not costing $ each turn outside your borders, I think its only inside someone else's borders that you don't have to pay.

@bwarner railroads are no better than roads for fast units. Slow units, your average melee/ranged/gunpoweder unit with only two movement points, will move, I believe, 7 hexes instead of 6. Still, that's not much, and now I want to check the total hexes for each unit to be sure.
