When you are ahead small, one way to press the advantage is to give the opponents a harder problem to solve - like coordinating the defense of two different locations. When you are behind, it gives you a more interesting path to victory than "hope the other team doesn't know how to convert a won position".

I'd suggest adding to this answer two clarifying points. (a) Gold/10, because as a support player in the current meta you are expected to leave minion gold for the AD carry, and (b) Armor, because most of the harass flying around in the bottom lane is physical, rather than magical.

The dual lane farms bottom instead of top because they provide better dragon control than a bruiser solo. They farm bottom instead of mid because the AP casters get more benefit from the shorter lane and proximity to the blue jungle buffs.

Pretty good summary of the late 2011/early 2012 meta. 1) The AD champions that play in bottom lane tend to be your ranged champions who scale very well with items. These champions are relatively vulnerable during the early game (ie - before they buy those items), which is why the supports usually live here (rather than mid lane or top lane).

Minus a fraction: switching to wealth/science is a choice that does not depend on the specialization of the city. When you build wealth/research/culture/espionage, the bonuses that are applied are the city's production bonuses, not the city's wealth/research/etc bonuses.
