A screenshot would greatly help clarify this problem. If you have exactly what is depicted, I would expect the water to flow to e (though the flows at the bottom corners may be mostly against the wall).

Minecraft Wiki Spawn says "If it's a hostile mob in the overworld, then... • the light level of the spawning block must be 7 or darker, and more light increases the chance that the spawn will fail • sunlight falling on the spawning block further increases the chance that the spawn will fail, by up to 50%" That's not a fully reliable source, but in my experience the spawn info is accurate, and not a target of vandalism (I watch recent changes).

FWIW, I just used roughly this strategy and it worked. I had an already tamed skeleton spawner XP farm, so I made a hole to aim through in the drop area, dug a tunnel 52 blocks away (just to make sure), and shot a skeleton. I had to make the tunnel 4 blocks tall to allow for the arrows' arc, and fire many times since bows are notably inaccurate at that distance.

@John: Creepers do make stone footstep sounds on stone (I just checked), but that is rather quiet. And there is still the sizzle before exploding, which is enough time to do something if you're really fast, or at least know what happened.

Note: This answer is now obsolete. Animals now have a greatly decreased spawning rate — they are expected to survive, rather than despawn and respawn — so that it is not practical to farm their natural spawns. However, at the same time as this change, breeding was introduced, allowing animals to be famed by breeding existing animals.
