No you can't always save after a battle. You can't save in an asteroid field, near a sun, etc, even after you win the battle.

This kind of lame. Sometimes I need to quit on short notice, and it's very possible to pass through several jump points in a row without reaching a point where one can save.

Aha! The water over the walls is an illusion, just as you say! If you stop that video around 8 seconds, while Sonic is on the water slide, you can see part of the underwater area in the top right corner, and it doesn't look underwater at all. Also, there is this revealing video that shows the across-the-screen water is an illusion, and that I guess certain areas are marked as underwater.
