@acalypso: In the case of Ubi, the requirement (reads: DRM) is via UPlay, but if you install via Steam it'll still launch via Steam. It's actually quite well done in my opinion. The case of GfWL is unfortunate; given that it's actually entirely a library provided by Microsoft, one would hope that they would release an update to GfWL itself that replaces the login with a NOP. We can dream anyway.

@tombull89, If Steam disappears, where would you download them from? Someone still needs to provide those servers and bandwidth. You're more likely to get a free copy from the actual publishers (or studios in the case they're self-publishing) before the actual shutdown, assuming there'd be advance warning.

Ironically, this is where I think things like UPlay and Origin actually help the situation (as long as cross-polination actually happens; EA, I'm looking at you). If I buy a recent Ubisoft title on Steam it gets routed via UPlay. I now 'own' the software in two locations: I can either install it via Steam or UPlay and then play it. If either Valve or Ubisoft goes under then I can still get it from the other.

To extend on this answer, in general no software is ever sold. Software is only ever licensed, no matter the distribution platform. The idea that you go to a shop and buy a copy of a game and it is yours is a pretty common fallacy. You go to the shop, purchase a disc which comes with the right to use the software on the disc. If you lose the CD, you usually lose the right to use the software and need to buy another copy. If Steam were to go under, it's analogous to losing your disc, almost exactly.

You can do this individually without starting the game up by forcing steam to revalidate the game cache for each game, but that's not much help for fixing all games at once still.

With 1.3.2, all chunkloaders have a central config such as @SevenSidedDie suggested. There's large default, but admins can configure it however they like.

Specifically, most mods with a chunkloader have some way of viewing the chunks that mod is keeping loaded, but not special cases like the spawn zone. It's just not something that Mojang needed to worry about since there's no need to keep places loaded in vanilla Minecraft from a gameplay point of view. The spawn point is kept loaded as an optimisation for the first person reconnecting to the server.

You can't in Minecraft, or with any of the mods in Tekkit. There are some mods that may show you, specifically ChickenChunks might let you see all chunks loaded though I'm not sure if CB's interface that has that info shows all loaded chunks or only chunks loaded by his chunk loaders.
