Apparently a single layer of water doesn't block enough light to trigger grass decay. However, the water streams prevent spawning entirely, as I discovered to my dismay and detailed in the edit. | |

Seems the maximum distance down that cows can spawn is with the spawner floating one block over the ground. If I float water over the grass with signs, will they still spawn? And also should I raise the level another block? What's the optimal spawn height for a cow spawnner? | |

Personally, I wouldn't bother with water since its easy enough to run around a small enclosure to slaughter everything. | |
