you must have a LG or samsung tv. LG tv uses Simplink and Samusung uses Anynet that allows you to control the HDMI connected devices using your tv remote.

So turn go to Simplink settings in Setting - > Green button and Turn off to disable the feature.

Similarly for Samsung's Anynet.

But if u still want to use the feature and turn off tv while ps3 is downloading or charging its accessories, then you can turn off your TV display in powersaving settings
