Moving in even though it'smy town is full?

I really want this villager to leave whobecause he is pretty mean. II've been doing the usual, like hitting her with a shovel/net and even using pitfalls. TookIt took days for itto get her to leave. And aA villager iI wanted came back. She's been asking forto play games but no sign of charades or any other game. Can she still move in?
