I honestly thought there had to be a bigger reason than what I'd run across so far for the named raiders. The edit to the title makes it much more answerable without leading it to that unknown 'dev only' knowledge base. Thanks all! | |

So, it's a "problem" (i.e. less than perfect situation) to the extent that the answerer knew not to mess around with "why" too much, making the two not match perfectly. | |

It's fairly clear that the person asking the question was interested in whether the named raiders mattered, and not the rationale from the developers for their existence. It's not a 'problem with the question' that they didn't massage out an ambiguous word that happens to trip over the rules when the question itself is clearly cromulent. | |

We can answer something like if there is an importance to named enemies, but we can't say why they are named without saying "because the devs made it that way". | |
