Pokemon do not "move" in GO. Once they spawn in a location, they tend to stay there until despawn.

Pokemon have an attribute which controls spawn behavior (likely TimeTillHiddenMs and ExpirationTimeMs in the protobuf files), which determines their spawn length. For the most part, Pokemon will tend to despawn aftereither 15 minutes of being in a location, with some minor outliers of at least up to 30, or 45 minutes inafter initially spawning, although some casesoutliers do exist as this is a server-side variable.

Despawns seemPokemon will tend to happen fairly randomlydespawn after 15 minutes of being in a location, with rare Pokemon (of course) despawning much faster than common Pokemonsome minor outliers.

While there is no accurate information as to despawn rates (as of yet), it is a safe bet that a Pokemon will not be there after two or three hours.(source)
