@Voile yes, but not officially. ... None of these methods use Jagex accounts or servers I think it's pretty clear that they are unofficial private servers but I do agree that the answer is more like a "no, but here are some similar alternatives to runescape" rather than "yes but with some caveats"

No real player looking for this question would treat "just play a private server" as a valid answer, as your game progression cannot be shared between both servers (there isn't a "transfer save" function, obviously), not to mention the great diverge of gameplay and content between official server and these private servers. This answer is effectively suggesting playing different, similar games as an alternative, which is even worse than Chthonic One's answer. | |

Only "remake" is mentioned, and OSRS is originally a "remake" of the 2007 Runescape source code too, so this does not say anything about the unofficial, private owned nature of these servers. Mentioning private servers without clearly stating they're unofficial is a legal landmine because users are bound to be confused about their status and relationship with Jagex and their product. | |

And this doesn't even technically answer the question either, since these are all non-official, private servers, not "remakes". They are definitely not OSRS in any capacity. May I know why you self-answered listed a bunch of private servers without clearly marking them as such? No actual runescape players would even consider playing a private server in place of the official server. | |
