When you finish the first chapter of your character, you unlock the Legacy System the Legacy System.

Upon reaching Legacy System level 2, you can train speeder ability at Character level 10.

when you finish the first chapter of your character you unlock the legacy system.
at lv 2 of legacy system you can train speeder ability at lv 10 :)
