I am attempting to complete Bones for a Crow, the bounty you can get from the innkeeper at the Bee and Barb in Riften, and get the dragonplate armor. However, when I kill Crowstooth—solidly inside the tower, no less—her Forsworn mates, the draugr, and the Elder Dragon that always spawns, all I ever find at the top is a large chest (unlocked), then up the stairs, a skeleton with a few gold and occasionally a bone meal. There's also a pedestal above the skeleton that always has a copy of Withershins. Does anyone know how to fix this?

From a comment on this post on Reddit:
I had the same problem. I sort of solved the problem by
player.placeatme fe02681c
to spawn a copy of him (that attacks) quest completes upon looting him.
Note that
fe
is the place in the loading order if you're on Anniversary Edition. If you've messed with the order, or if you only have this CreaClub Content and not all, then it might vary.
The quest seems very buggy, and if you can't use commands you may need to start over from a previous save.
