How do you increase the population of the Arcology?

We finally built our Arcology! It's up and running but we each still have an outstanding task - "Increase the Arcology population!";

Looking on the Arcology great work site overview doesn't really reveal what it is we need to do either;

How do you increase the population of the Arcology?

From my experience the Arcology just took time to increase, I don't remember doing anything in particular to get it from Level 1 to Level 8. The Arcology just grows itself. I know this isn't a concrete answer and there could be something happening behind the scenes, but that's my experience. I wish there would have been some kind of challenge to actually get to maxed out, but there isn't.

I raised my population of the Arcology, even while staying at level 8. I didn't start any new city, didn't really raise my population anywhere else, it just grew by itself. I have come to the realization that this game does a horrible job of communicating what goes on behind the scenes.

Connect by train

1. Trace the first connected city via train by following the train tracks starting from the Arcology.

2. Plop or operate a train station in that first connected city.

3. Zone some Commercial or Industrial zones in that first connected city because Sims living in the Arcology can be workers or shoppers in the connected cities or...

   Alternatively, you can also try:

• Plop some buildings that would require workers.
• Plop some schools to lure out students from the Arcology.
• Plop some cultural attractions to lure out tourists from the Arcology.

These should mobilize and lure out the Sims living in the Arcology. Then later would increase the Arcology population automatically.
