Is there anywhere I can look at a list of all games steam is offering for free?

There is a Free to Play category on the Steam store.

In addition to this there is a popular and seemingly up-to-date list of free Steam games on the Steam Forums.

You can also choose "Advanced Search" and narrow your search to `"Free To Play"'.

I'm pretty sure the only free game other than online games such as Spiral Knights or Team Fortress 2 is Alien Swarm. Other than that there are always demos.
