I would like to download all my data to another account but the same PS4 because my first account is from another country then I am and I bought a gift card but it did not accept it because the gift card was from another country then my account. What should I do?

You can't transfer stuff between regular accounts. You can create a separate account for the other region, use the gift card and switch accounts any time you want to play those games, but it will be separate. You're probably better off trying to return or trade the gift card.
