Why don't pirates ever steal ships from the Engi? There are pirate versions of all the other enemy ship types (except for unique ships like the flagship and rock assault), but there aren't any for Engi ships.

For example, here are regular and pirate versions of the Rock Scout, from the FTL wiki:

    There's a good reason for why crystal ships, Lanius and auto ships don't have pirate version, those being crystals live in a sector where the pirate standard doesn't exist so pirates in their sector wouldn't have pirate markings Lanius don't have oxygen for pirates to breath when they use them, and auto ships in addition to not having oxygen can't really be taken though any means

It's an oversight.

There's no real reason why pirates couldn't take over an engi ship and use it to extract tolls or slaves from civilian ships. As you commented, Engi don't live in a separate sector like the Crystal or don't breathe like the Lanius, or are impossible to hijack like AI vessels (or possibly not worth the effort, lore-wise).

It can't be that piracy is rare in Engi sectors because they're policed sufficiently, as the presence of several Mantis events shows that the Engi are having difficulty retaining control over their sectors even before the rebellion takes over.

In fact, there is an actual event involving Mantises hijacking an Engi vessel, Mantis fugitive. There is a chance that this event is a trap, where some Mantises have stolen an Engi vessel . This is an act of piracy, so technically there are 'engi pirate ships' in the game, just not ones that are called as such (or marked as such).
