I saw too often that Zerg player build spawning pool and right immediately - Evolution Chamber (EC).... What is a purpose of quick EC? To get quick armor/attack upgrades for zerlings?

But sometimes, I saw that Zerg build EC without building extractor... so how he is going to get gas in this case?
