**Roads cost to maintain both inside and outside your borders**

As you can see, I have 4 roads in my territory, and one outside, costing me a total of 5 maintenance. I have no other roads anywhere else. I wish I had taken a screenshot of the previous turn. The next time I find myself in this situation, I'll take a pair of screenshots and replace this single picture. Either way, remember you can always try it yourself to be sure. YaY Science!

Now, lets start with a simple theory:

**You pay maintenance on roads you build**

and see if we can find exceptions. Let me propose a couple. These are only guesses, that we need to test to determine which are true.

*Roads do not cost in someone else's territory?*

I'm fairly sure this is true. Once an enemy takes your city, and the roads are in "their" territory, there's no reason you should be paying for the roads near it! Also, building a road in a city-state's or friendly civilization's territory should cause that other nation to maintain the road. Even better, its a possible explanation for the previous mistake. We had a good idea but were too general about it!

*You only pay maintenance on roads connected to one of your cities?*

This is a complete guess, but also a possible explanation for the previous error. Why pay to maintain roads that bring you no income?

That's all of my ideas. I'll edit in more evidence as we gather it.
