I would do it before leaving Detroit for the first time. The police station will not be accessible on your second trip, and I am fairly sure that level 4 or 5 hacking is required for the armory. The thing is, there's an illegal aug shop that requires level 5 hacking to break into. Once you do, the upgrade pays for itself because there's a Praxis kit in that shop.
