Minecraft 1.13 how to detect players at a certain Y coordinate?
You don't need to specify x and z, so you want something like
execute if entity @a[y=18] run yourcommand
Or if you want to detect players between 18 and 19, use
execute if entity @a[y=18..19] run …

Showing tellraw message but no scoreboard messages in chat (CommandBlock)
You can use /gamerule commandBlockOutput false to disable for example messages when teleporting, but keep /tellraw, /say, etc. messages.

I want to be able to have Levels as a currency in my realm
I think that storing their level in scoreboard and then giving it back will work.

Make hole with snowballs in Minecraft 1.13.2
/execute as @e[type=snowball] at @s if block ~ ~-1 ~ snow_block run setblock ~ ~-1 ~ air
in repeating command block will replace snow blocks under snowballs with air.
