The best way to level up is easily to perform jobs. Rockstar patched the ability to replay missions, so I would recommend doing either races or survival.

It's called Catch-up. It's a race setting that speeds up the players in back and slows down players in front. It can be enabled/disabled by the host in the lobby.

I ended up calling Rockstar and they removed the money. They said that I might get banned on the next banwave, and they also said that they left a note on my account so if I get banned I should call Rockstar again, and they will lift the ban.
