The stacks will stay right where they are. The way that I prevent this is by making an IO Port, and sticking the new storage cells with duplicate entries in before connecting it to the network. This is a block that will take any items in a storage cell, and insert them into its network, leaving you with an empty storage cell.

The best way to do this without connecting the storage cell directly to the network is to attach an ME IO Port, which will transfer any items on storage cells inserted into it directly into the ME network, and then spit out the empty storage cell.

You can't. When I was moving my base (I had an ME network), everything went into my storage devices. I then tried to move all my storage devices into a storage device, it just wouldn't place it into the network. So no, nothing bad happens if you try, but it doesn't let you either.

You may not be able to do this with AE alone (if the export buses don't have a blacklist), but if you have other mods, this should work. My bad, it turns out my 1k Storage Cell was full so the Import Bus had nowhere to put the items. Fixed it by emptying the Storage Cell a bit and now it works perfectly.

Putting it in the ME IO Port will empty it out and sort it (If you formatted you Storage Drives.) If your storage system runs out of space the drive will wait for more space. Then the drive will appear on the other side of the ME IO available for you to take out when needed.
