Indeed you do.
Some mods do not need the Server to have it also installed, and vice versa.
IE: Optifine installed on client doesnt require it to be on the server.
But any mod that adds a new item/block for everyone to use will need to be installed on both your Minecraft and the server.
The official Pixelmon mod has been shut down. However, a quick google search revealed Pixelmon Reforged, found at https://www.reforged.gg, which can be downloaded through the Technic launcher:

I managed to get it working.
I gave up on trying to fix it and looked into shaders, when I downloaded this shader mod and put it in the mod folder the models all worked! To confirm, I removed the shaders mod and went back on my world the models became glitchy again.

You cant can't necessarily find weak pixelmon in a certain area, because the pixelmon that live and spawn in said area have randomly generated levels according to their current evolution stage and which pixelmon they are themselves. Since both Mods ARE Forge mods this means that when forge is installed you will have a mods folder in your .minecraft folder.
