There are several mods that introduce items that speed up the tick rate locally. Examples include time torches and items similar to them. Now you want to put this next to the Smeltery controller.
Between Ender IO, AE2, and some nifty redstone, it can be fully automated.
The pistons in Tinkers' Construct generated villages are not connected to anything and aren't useful where they start off.
However villagers with this mod will sometimes accept pistons as currency instead of emeralds, so they are useful in that sense.
The Obsidian Pickaxe Head from Tinkers' Construct has a mining level of "Cobalt". So a pickaxe made with an Obsidian head is able to mine both Cobalt and Ardite. (At least in HermitPack 1.2.1)

Become an android thru matter overdrive you can then modify yourself at the android table to not need food. Then you have free self repairs on the armor. Note that you do need some power generation capability since you will be an android running off power.
Try finding some Ardite and combine it with Cobalt in the smeltery to get Manyullyn which is the highest Ore that you can get in the normal Tinker's Construct. Though according to the curse page of the mod you should be able to mine some of the new ores already.

Haven't played Journey to the Core, but the things that power a TiCon smeltery are Lava and Blazing Pyrotheum from Thermal Foundation. Your best bet is to find some lava if possible, either in a surface lake, near bedrock, or the nether. The Agrarian Skies default config file IguanaTweaksTConstruct.cfg is responsible for (dis)allowing paper tools.
[Speculation] I'm assuming paper parts were disabled to make early game tools harder to craft. However, the Writable attribute is super useful for making OP mid/late-game tools, especially as the binding.
You most likely have iguanas tweaks for TC installed with Tconstruct. What you need to do is to make a flint pick and use it. You can upgrade each tool one time. so stone will upgrade to copper. Then o/c it is time to get a smeltery up and running. You can use clay buckets to get lava to start of.

I had the same problem. My assumption was that it was disabled in the mod pack, although I couldn't see why. I just gave myself creative powers, placed a paper binding in my inventory and reverted back to survival, throwing a paper into the void as payment.
