The first time a panel with pink pieces is unlocked, you will receive a free random piece, which can be a pink piece or a regular piece. Apart from that, meeting other players with those pieces, or being a special employee at Nintendo, there is no other way to unlock them that comes to mind.

When you get a streetpass from a Nintendo worker, they should have all the pieces, so you should be able to get a pink pieces.

I know that at least for three of the last four puzzles, and also for the mario kart 7 one, I always spent a round number of coins, because I only had them to get. MK7, Mario Tennis Open and NSMB2 all cost exactly 200 play coins to get all 32 blue pieces. KIU cost 150. The only exception was Kirby 20th. That was 186. Ignoring the last one, I dont know of ...

I had the same problem but I managed to fix it and get all of my pieces back, good as new, without waiting for a new piece to arrive via Spotpass as many people have suggested on various sites. It involves digging around in the file folders on the SD card, so be careful and pay attention to what folder you are in. You don't want to mess up your data, ...

So it turns out I didn't have Spotpass enabled specifically for the Mii Plaza. I needed to turn that on specifically as well. May also need to reboot your device if it comes up for anyone else, I did but I'm not sure if it's necessary.

Since I don't see the correct answer here I suppose I'll revive this question... Certain puzzles are only available in certain regions. If someone you streetpass has a puzzle that is not available to your 3DS's region, it will show as a blank puzzle labelled "???".
