As far as I'm aware, there is at least one hat on each prong of every fork. Since there are paths that split into three, this means you must have at least 3 playthroughs to get all the hats.

Also note, if you don't have a same or similar Mii next in line, the "combo" option won't be there. Its good to pay attention to the Miis you have going in and use the "return" option sending some to the back of the line to make the most of them.
