As always Microsoft in coalition with Bethesda make the best puzzles. My Windows 8.1 Pro N by default doesn't have Windows Media Player. After install of Windows Media Player the game is working perfectly.

It appears you need to update your audio codecs, I found (this thread) which appears to describe the same problem.
The thread suggests that these codecs will fix the problem:

ahh hah, ok so a little more digging and i found out that for some odd reason, even though the game runs just fine, but she didnt have java installed, or at least didnt have the full program. i have since gone to the java website and installed the most up to date java program, and the tried the .jar file once again and it ran ...
Do you have optimus nvidia technology ? If yes, install Nvidia control panel, select your game and enable performance mode.
Some games somehow use intel graphic card by default. I had the same issue with Killing Floor 2, low graphics, overheating and slow motion.
Right Click ArchClient.exe and select Properties.
Then go to Compatibility tab.
Check Run program in compatibility mode for:.
Select Windows xp service pack 3.
Check Run program as administrator.
Click Apply and then OK
Game will work 100%.
