My technique is similar: Don't aim for center mass at all, just go for head or limb shots at close range with a shotgun. Head still attached to shoulders? You missed, fire again.
However, the director will never spawn two tanks or two witches in a row, after every tank will either be a witch or a "relax period". Similarly, you'll never see two witches in a row, there'll always be a tank or a break in between. This obviously only applies to unscripted encounters. Scripted encounters such as multiple tanks in The Passing, or the witches in the sugar mill are unaffected.
+1 for spychecking. If you're consistently running out of ammo, though, either your kills-to-shots-fired ratio isn't high enough or you're not making an effort to scoop up dropped weapons.
