You can estimate an average skill level for a given character level, so when you get to level 50, you need an "average" skill level (assuming you advance all skills equally, however silly that sounds) of 63.7 and 20 more ranks to get to 51. Another way to look at it is that although you start the game off needing 5-6 skill increases for a level, pretty quickly you need around 20 (which stays fairly static) even as it becomes more difficult to level skills up.

He was using incpcs command to increase skills one at a time. Should be really easy to verify for your self. It is enough of an explanation for me and to me seems as it is more than likely exactly correct (especially since you can verify exactly why the max level is 81 with this formula).
