yes, Order Halls are similar to Garrisons in terms of followers and missions to help power up artifacts etc, however the professions focus of the Garrisons has been mainly removed. This means Garrisons will still be relevant to a degree for Professions (especially ones your chracacter does not have), and to obtain certain pets, toys, achievements and other items, but doing it will give you no real benefit in Legion.

it's also a (false) misconception amongst several Hearthstone players I have talked to, that quitting the client before actually losing/conceding will somehow avoid registering the game as a loss with the resulting drop in rank.

If you look closely, you can also see the second one has Atari logos. This would place it firmly as a re-release or later budget version of the game.
