I can assure you that a 2|4 Technological Terror is stronger than a 0|4. The left sided upgrades will affect its popping power no matter what.

In the mobile version at least, MvM is an excellent way to make Bloonstones. The first attack per day earns you 5 stones, and subsequent attacks give you 3. There's also a 2 stone bonus for attacks you send that win (or are ignored by the enemy).

"Water's Edge" terrain means "land on the edge of a body of water." Note that it's a land tile, not a water tile. Rivers and Lakes both count as water tiles, so just pick a land tile right next to one of those.

Yes, the right path tier 3 upgrade for a Spike Factory (MOAB-SHREDR) increases the speed as well as the damage to MOAB class bloons.

The footprint is how much space a tower takes up. So reducing the footprint means that you can fit more bomb towers in the same space. This can be helpful on maps that have limited land (e.g. water tiles) or if you are trying to fit a bunch of towers under the same Monkey Village.
In my time on Bloons Monkey City on Android, I've found roughly 95% of people do not attempt to defend against attacks. There's a timer that will eventually time out, (I believe it's around 24 hours) and when it does you should get a message stating that they failed to defend. When that happens, you'll get a "win" bonus, which includes a few bloonstones.

It would be a 9.1% chance in mobile, where there is eleven possible rewards from bounty. On the web version, there would be ten possibilities, therefore the probability of obtaining the Monkey Secret would be 10% from bounty cards, and therefore 1% from a regular pack.
It's not possible to get the second city in BMC mobile at this point. They added this to the web version alongside Monkey Engineers, which are available on the mobile version already.
